This question always gets you a dozen different responses from a dozen
people.  Apparently people like whatever they know and use, so pick one,
learn it and you'll like it.

IntelliJ Idea is a great Java editor and it supports JSP and will integrate
Tomcat for testing and debugging.

However I wish SOMEONE would make a JSP editor that includes some HTML
editing features.
