Hence why ebay and Yahoo bitched and moaned so much when Germany and France
said they had to block users from their countries if they were trying to
access Nazi paraphernalia on their auction sites.

There is no "official" list of what IPs are in what countries, but ISPs do
know where they hand out their IP addresses.  I highly doubt they publish
that information.
