I find that If the web site's system environment is chinese
(PRC), then the simple chinese characters get from database can 
be displayed correctly, and the tradition chinese characters get 
from database can't be displayed correctly.
If the web site's system environment is chinese(Taiwan), then 
the simple chinese characters get from database can't be 
displayed correctly, and the tradition chinese characters get 
from database can be displayed correctly.
