Just to clarify things I dug out the article in question - which was
from October.

succeeded in getting PHP and Apache 2 to communicate but it isn't really
reliable ... Better Apache 2 support is pencilled in for PHP 4.3.'
As of 27th of November release candidate 2 of PHP 4.3 is available. The
current stable release is now 4.2.3. Who knows though, the RedHat 8
setup may work well enough. However, I can't help being reminded of the
fact that RedHat 7 was shipped with a broken version of gcc. Even Linus
Torvalds said that was a stupid thing to do.
Still, on php.net there's a little bit of snow on the php logo...
