You need premissions to start off with.  Do you have IBM Client Access?
Things you could check with:
    Have you checked with IBM about this? With IBM support they should be
able to direct you.
    What are you using as a front end for the AS/400?
    Work with your Network department to either convert the Excel file to a
text file and then import it to the IBM AS/400.

VB has several methods to upload a table to a database.
