I would use an .ini file and retrieve the value.  The ini file can be on
a floppy or anywhere else in the available filesystem.

I've recd a requirement
this is an ISP
they wish to provide floppies to the end users(Their customers) which
would contain the user name & password to connect to their SERVER.

Now whenever they run the setup from the floppy the encrypted password
stored in the floppy should get stored in windows Password storing Area.

and floppy should get disabled.<so that the floppy could not be used

Now My problems....
Where to store the dial up password so that the user should not get
prompted for the password.
would it be possible to use floppy and using VB or should I use any
other tool.
