I'm having the same type of problem, except I'm trying to pass a 
connection object TO an ActiveX.Exe.  

Just like you, if I have the code in one project, it works fine.  When I 
try to use it from an external app, I get the dreaded 3001 error.  Doh!

Did you have any luck finding out what the problem is and how to fix it?
