By adding the reg key:

Software\Microsoft\Internet Explorer\Toolbar\BackBitmapIE5

You can specify a custom bitmap image to use for the IE (version 5 up
only) toolbar background.

By default, it is tiled.  Does anyone know the reg key to change its
style to stretched?
