I got that exact message when I used a Crystal Reports 8.0 CRVIEWER.DLL
which had not been added to the VB Project at the time of the previous
setup.  (Crystal Reports 8.0 had been included in the setup but not that
specific dll.)  Since the error only happened when someone tried to run a
specific report, I had the advantage of being able to identify the culprit
pretty quickly.

Did the latest release include any new and different feature?

I also used the package and deployment wizard.  Your problem is (and mine
was) what object was not included in the package.
