SystemParametersInfo API call, with the SPI_SETDESKWALLPAPER action 
parameter.

Changes the wallpaper immediately, where writing the INI/registry only 
changes it next reboot.

Wallpaper on ordinary systems (ie without active desktop enabled) must be 
a bitmap, not a jpeg.
