I use hostsave to meet all of those requirements found at

dollars per year for the domain name with no advanced commitment and 23.85
(7.95 per month) dollars per quarter for the site, there is in excess of
100mb storage, 5gb bandwidth per month (not daily averaged like yahoo does),
5 emails etc. You can store anytype of file you want there and use the
account any way that you desire, you don't have to create a single web page
if that is your wish. Php 5, cgi/perl and other features can be added on.
