Bruce, this information is correct.  And the Database_Access.msm merge
module is "key" as it contains the keycodev2.dll needed.   Registering it
separately is not the answer.   If you include these things and it still
doesn't work, try reregistering crystal in your development environment,
i.e. right click and choose the register option and enter the information
from the e-mail received from Crystal again.   For some reason I had to do
this to get the whole thing to work.

You have to add a merge module REGWIZ.MSM to your deployment project, within
this module you have to place a license key (under properties) I think it
would solve the problem. In case you haven't, you also have to add
Managed.msm and in case you are using database and/or would like to export
your reports you have to add Database_Access.msm and Database_Access_enu.msm
