This may be a dumb question but do you need SSI(Server Side Include) to 
use Include files? And if you do how do you get/enable it?

include functions.
It's a good place to start.

See the php manual for the include() function in php.
If you do need SSI look here http://httpd.apache.org/docs/howto/ssi.html
