OR, you could create a COM object that does the actual reading of the file
and run _it_ under Transaction Server as another user.

I think the FSO is running under the same user account as IIS, ie the SYSTEM
user account. This account doesn't have permissions to network resources.
Change the account that IIS is running under and see if that helps.
