Default Where is the Collaborative Portal template?

I can't seem to find this specific template mentioned on page 13-14 in Chapter 1. It seems crucial in order to work through the exercises in the book. Also, does this template absolutely require to be in the root directory? Sharepoint is already being utilized by others in the company so the Administrator will not allow me to put this template at the root. It is my hope that I can place this template, once found, at any level.

Just in case anyone else wonders this: The specific template is only accessible through the Central Administration site. You can access this site through your server by going to "Administrative Tools -> SharePoint 3.0 Central Administration". Again, on the server itself.
