Question New to Web Publishing

While I am novice to programming, I would like to learn WEB Publishing & Design. I am currently unemployed & would like to increase my skill set while I am out looking. Is this a good book to use to be introduced to this skill? I noticed that there is a 3rd edition available & was wondering if I should order that edition.
Thanks in advanced

Cylkis
