Default Update panel placement

I can't figure out how to place the update panel where I want it so I bought this book thinking it would tell me. Can't find it in here and I can't get it to work. All the panels stack up on the right and I can't move them anywhere else. I must be missing something but don't know what it is. Anybody know?

Most of us just key in the tags in the html view. The form designer isn't very good at this stuff.
