Trouble loading WeakEventManager

Hi, I am having some trouble loading the WeakEventManager class. I have defined the using 'System.Windows;' namespace but no luck. I am using Microsoft Visual Studio Express 2012 for Windows Desktop and .NET Framework 4.5. I am trying to follow the final example on Chapter 8 on Weak Events.

Any help would be greatly appreciated. Thanks in advance.

Did you add the reference to the assembly of the WeakEventManager class (WindowsBase)?
