Expression web 4 / master page

Hi,

Would like to know if it possible to open through out Microsoft expression the waffle demo with the master page ? HTML+CSS+Master Page

Would like to get the final result without Share Point.

Is it working only with Share Point ? I tryed to copy <%@ Page Language="C#" masterpagefile="Waffles.master" title="© Copyright 2010 Randy s Waffles" %> but got errors refering with share point?
