Default Help with permissions / login etc.

Hi;
I'm working on the section "Applying Alternate CSS" in Chapter 5, page 129 and I'm having two problems.
1. Step 10 says to publish the two uploaded files. When I click on publish I am told that the control is currently disabled.

2. Step 11 says to click on Master Page under Look and Feel. I have no Master Page to click.

A little history: I have SharePoint Server 2010 installed on my Windows 8 notebook. I am the only user, but can only login as System Account. When I try to sign in as different user SP knows my username, but will not accept my password.
I have tried changing settings in the browser as one blog suggested and I have made sure that every menber of the site is in a group that has full control (I am Site Collection Administrator).
In spite of these attempts I still can't gain access.

Any ideas will be greatly appreciated.
