Default CSS Helper Tool code placement???

I don't understand where the code or reference for the CSS Helper Tool is supposed to go physically in the master page?
In Step 1 page 179, it states to select a location to place the code, and suggest the content area of the page.
In the previous paragraph it is suggested that you add it to your Master page.

So where in the world do you add the code for this helper tool?
