Default WSH - Vista OS _ Cannot Locate

Hello... I am new to VBScripting but seem to be picking it up pretty quickly by utilizing this book (3rd Edition). I only have one simple problem. I cannot locate and/or run WSH on my Vista OS. I also cannot locate a downloadable version for Vista OS, or for English language.

The website the book provides in the preface seems to be taking me to the correct location but the site does not offer en-us version, (kind of strange considering I am located with in the US). Can anyone help to find WSH or something similar so that I can follow along with this very informative book.

I am sure I am overlooking something right in front of me, but cant seem to see it.
