i am trying to start a project in C# so anyone who has related and relevant information about the topic please send me message.

While I'm not saying you can't do this, Video conferencing is a complicated topic, involving such things as Network technologies, latency, video codecs, encoding, decoding etc. I certainly don't have the knowledge to even know where to start, and I consider myself to be a pretty good C# programmer with many years experience.

I'd start with MSN Messenger or Skype integration or any other software that supports video conferencing. There's absolutely no idea to do it all by yourself.
