Default Enable JIT debugging!

Hi all,
I'm not entirely sure if this is the correct forum to post this on, but I have been working on a web application for a few weeks. The application is on my machine, which is running .Net framework 3.5 SP1 with VS 2008 SP1 on Vista ultimate.
This application worked fine until Friday but today when I tried to run it through VS, it wouldn't launch in a browser. if I try to start it by going to the URL reported on the asp.net development server (Im using the built in default server to debug), I get an "Unhandled exception occurred in your application" error. Clicking on details yeilds the following result:

See the end of this message for details on invoking
just-in-time (JIT) debugging instead of this dialog box.

************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

<configuration>
<system.windows.forms jitDebugging="true" />
</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

So, I tried adding
<system.windows.forms jitDebugging="true" />
into my web.configuration file but still no good.
so... I'm trying to solve the problem of enabling JIT debugging so i can solve my real problem :P
fyi: I dont recall deleting or changing anything in my project folders except, what I've been doing to deploy the updates to my webserver is that I publish my website to the precompiled folder, and then copy the contents into the inetpub/wwwroot folder (vista doesnt allow me to publish directly over here) So, I also have IIS running on my machine but i only use it for hosting, not debugging.

Any suggestions/insight/feedback/questions are most appreciated!
Thanks in advance!

Default Update:

I created a very simple new website to see if I can debug that and I get the same error... which leads me to believe the problem is more machine specific than application. Does it matter that I added

<system.windows.forms jitDebugging="true" />

tag tothe web.config file rather than the application config or machine config file?
