Question 3d programming and simulation

i wanna write a fluid and physics simulator something such this (http://xflowcfd.com/) but i dont know which programming language could be easy and useful for this type of application. please help me to make a right decision.
1-which programming language:C# or C++.net or visual C++ or ...
2-which technology: openGL , Xna , Directx or ...
