It's a popup blocker. It replaces the real window.open function with one that returns an empty object after storing the real window.open function for use later. It's not very good because most popup blockers only block non-user activated calls to window.open. If a user wants to see a help window for instance.

that's clear enough for me:D thanks! Ive been seeing this script in all professionally designed websites finally it appears clearer to me now...

I think you'll find it's inserted into the page at load time by Symantec software on the client, rather than by the actual page designer themself.
