Creating Web Service

Give me suggestion.. I have to do something as MSN messenger.. not
100% same.. but something like that.. I want to make a project / web
service..which is based on client/server. client will download and
install our client application. This client app. will timely show (same as pop up window displayed while some one logged on or logged off from MSN messenger automatically and also disable auto.) some
astrological results according to time. A web service will always in running mode on server to interact with client application. Some thing like this.. Can I make this project using Web Services? If yes than please tell me in brief what steps should I follow. I am beginner in .NET tech but know a little bit. Help me..
