Default %VAR% - perl reference or hash?

I have this code at the top of a Perl script i am working on (it's not mine).
Can anyone tell me anything about the variables? e.g. '%TEAM%'? Are they hashes? Are they references?

Code:
<table width="100%">
<tr>
<td width="33%"><span style="font-size: 24px; font-weight: bold;">%TEAM%</span><br>Bookings</td>
<td width="33%"><span style="font-size: 24px; font-weight: bold;">%STADIUM%</span><br>Passengers</td>
<td width="33%"><span style="font-size: 24px; font-weight: bold;">%FUNDS%</span><br>Takings</td>
</tr>
</table>
Danke Schon.

huh?

If it was in square brackets I'd say is was related to the Template::Toolkit from CPAN http://www.template-toolkit.org/docs...orial/Web.html . Maybe its a template from something else? Definitely not perl that I've seen though you never know ...
