Default Dragging shapes

Hi all,

I want to design an application to draw a shirt (garment factory) by giving shirt measurements(long sleeves, width, height, next style etc). By default i will show a layout with predefined measurements(only lines layout). And the user can change the measurements to suit his measurements(dragging lines). I want to show a grid layout containing points. The scaling is in inches. Finally, i will print on the plotter with the new measurements (in inches only).

How can i do this? I dont have any idea regarding.

I need help in drawing, scaling, dragging and printing. No need filling(its not my requirement).

Each line must have some points. The user points there and drags. Then, the line chenges accordingly( like pen tool in photoshop)
I have seen one application having this facility. I am not sure how it was developed.
