Default Date Problem

I've got the problem with Date in VB.Net and Access.
Does VB.Net get date year value format from Windows Reginal Setting ??
My Reginal setting is not B.C. year format but before B.C. 543 years. But I don't wanna plus year value from Vb.Net before add data to access ( Incase this computer set reginal setting as B.C. year format ).
How can I make it general ?? ( For all type of reginal setting )
