Default Tomcat installation

Hello All,
A very simple question perhaps...

I have Windows 2000 on which I have 3 user accounts.

There is also an administrator account.

I have installed Tomcat through the administrator account on my system.

The problem is that all Tomcat facilities are available
only 2 the administrator and not 2 any of the user
accounts.

Why's that so ?

Also, how can I make Tomcat available 2 other users ?

Please Help !!
