Default licensed for development and test only

What does this phrase mean--"licensed for development and test only", that is used in conjunction with the standard version of VB.net? Thanks.

This usually means that you can use it for development and testing. But not for production (i.e. once you sell your product). I've never heard of such a license for something like a development environment however.
