Yes, IIS doesn't run on Windows XP Home, you need Pro or a Windows Server edition.

The MMC is just Microsoft's generic Management Console. Other system services (user management, services, event viewer etc etc) all use this console. MMC.exe is the "wrapper" application, in which you can load individual consoles like iis.mmc.

A quicker way for the IIS Manager is to select Start | Run and then type inetmgr. That will start the IIS MMC if you have it available on your system.
