Ignoring the fact that a fixed table width design isn't too useful in most circumstances (it's probably better to use a liquid design), you can use Css to do this:

<table>
<tr>
  <td style="width:100px;">1</td>
  <td style="width:50px;">2</td>
</tr>
</table>

This should fix the width of your columns to 100 and 50px respectively.
