When you talk about Visual Studio it sounds like you're ready to deploy an Access 2003 application. Visual Studio Tools for the Office System was built for that.

Also here it appears that they're ready to sign people up for the 2005 Beta.

Of course VSTO isn't the only route to take for building a package. And, these tools don't solve all of the problems with deploying applications, particularly if you're using custom ActiveX controls. But they are helpful and VSTO does give you the license to package and distribute the 2003 Access Run-time.
