"Registered JIT debugger is not available".

Easiest fix after long hours of searching is to reinstall .Net v1.0
1. Break out your Win Xp CD.
2. Choose "Perform additional tasks" from the menu.
3. Choose "Install .Net Framework" from the secondary menu.
You'll have to reboot once during this.
4. Go to "Start > All Programs > Windows Update" to get Service packs 2 & 3 if they're not on your Xp installation CD.
