Some of your problems seem to be in designing the HTML that you want to produce. This isn't the right place to get HTML advice. I'd suggest that you start by producing a mock-up of the HTML you want to generate before you start writing the XSLT code to generate it. When you know what the output of your stylesheet should be, we can help you to write the stylesheet.

Your reference to xsl:when conflicting with thead/tbody suggests that you are still thinking of XSLT as a language that outputs lexical XML tags. It doesn't: it produces a tree of nodes. It's very important to understand that difference.
