Default Topic On Printing Documents

I don't understand the content of page 966 of the book.
Hope someone would be kind to explain to me.

According to the book, origin has to be moved to -rect.x, -rect.y.
What confuses me is since the rectangle is located left and up to the paper, shouldn't rect.x and rect.y be negative?
If so, by minusing rect.x and rect.y, wouldn't the origin be moved right and downwards instead?
