Is Table referring to the right namespace? That is, maybe you have a different namespace in scope that defines a Table as well? What if you try this:

System.Web.UI.WebControls.Table tbl = new System.Web.UI.WebControls.Table();

tbl.BorderStyle = BorderStyle.Solid;
