Default Solved (sort of)

The way I solved it was by hand-typing the bitmapeffect property in the raw XAML code:

<Border HorizontalAlignment="Left" Margin="0,60,0,0" Name="Border1" VerticalAlignment="Top" Width="380" Height="200">
<Border.BitmapEffect>
<DropShadowBitmapEffect Opacity="0.5" ShadowDepth="8" Softness="1">
</DropShadowBitmapEffect>
</Border.BitmapEffect>
<Border.RenderTransform>
<SkewTransform CenterX="0" CenterY="0" AngleX="0" AngleY="-3">

</SkewTransform>
</Border.RenderTransform>
<Image Height="185" Name="Image1" Stretch="Fill" Width="300" Source="/CreditCard;component/CreditCard.jpg" />
</Border>
