what you have here is pretty self explanatory nothing tricky. Google "asp.net usercontrol" read a couple of examples and tutorials. Then Google C# read only property or vb.net read only property (which ever language you are using). Then combine what you have read. A driver would just be a web app that can consume your login user control.
