You are welcome. No wordPress would mean PHP. This is a complete rebuild and is one option if you have no front end skills. Its a very skillful task to build a responsive site, this is the main objective in today's designs. Your site must respond to different deceives. One site for phone, tablet and desktop. This is what a solution like wordPress gives you.

Research Bootstrap, its a front end framework. This will allow you to have a new front end built and will work with your current .asp - Its independent of the back-end technology.

The correct solution depends if this is just a simple website or is it a complex business system. The later probably requires a custom build, the former will allow you to 're-fit' the site into a new framework/platform
