I experience similar problems sometime ago.
The cause of the problem was that the security guy
at my company installed Norton Anti-virus on the
web server. It was configured to check EVERY file
that was opened on the webserver. This cause many problems.
One of which was a 500.12 http error. I research the problem
on MSDN and found the reference to Norton Anti-virus as the
cause. When Norton AV was removed from the server and the
server re-booted the problems disappeared. I noticed that your
outgoing email has been certified as virus free. Do your web server
and email server share the same machine?

So my Security guy set-ups a firewall. It uses packet filtering
(both inbound and outbound traffic) and NAT. Again, we are
having problems with clients trying to view their development sites.
Now it seems that the firewall needs more memory and a larger disk
to store cached and cleaned files. Unfortunately, since most of our apps
are database driven and interactive, each web page is dynamically different
from the previous page. Thus ALL pages are being filtered. Performance
is almost at a standstill.

I know this may not directlya address your problem, but I hope it does
shed some light possible causes.

Dallas
