Default Formula (?) for Calculating NOPS

I don't undertsand the formual on page 37 of the book. I think the ayuthor is saying that A x B x C X D = # of NOPS. But below that he writes 360,000 X E. What is this all about as the # of NOPS is givne by A x B x C X D.
