The web.config is included in the "INSTALL" version of DotNetNuke. In version 4.5, there is NO pre-configuration required... other than to have a website. When you bring up the site for the first time from a browser, you will be prompted for things like DB configuration, etc.
If you downloaded the SOURCE or UPGRADE versions... we try not to make assumptions about whether or not its OK to overwrite your existing web.config file *grin*... so you'll want to look at the "release.config" (a copy of the web.config that we would recommend in production) or the developer.config (a copy of the web.config that we would recommend in development).
