Default Machine.Config cannot load

When i open any project and double click a button control on the form to enter the code for an event , it gives me a OnlyOK msgbox saying not able to load Machine.Config file. if I click ok and continue it gives me no problem there onwards. However when i try connecting to a database the same error is shown and i cannot do anything regarding it. If ny body has encountered such error or if I need to handel it thru the code Please let me know.
