Framework 1.0 to 1.1
 
I have vbNet2002, I see this
  .NET Framework Redistributable Package version 1.1
  Microsoft .NET Framework SDK version 1.1.
If i install the 2 files mentioned will it change my .Net Framework then convert my vbNet2002 to vbNet2003?

Just curious!:D

No, you can either purchase the full or upgrade version to get VB.Net 2003.

Also, You CAN run both simultaneously. Each version of Visual Studio will run on top of and compile with the correct version of the framework.

Something else to note with this: If you have .NET 1.0 and install 1.1 on a machine with IIS, the 1.1 installed will re-map the server mappings for .NET resources to the new version. Then when you build a web application in 1.0 it will actually be executing against 1.1. This normally won't cause a problem aside from if you are using some of the security classes which are not forward compatible with 1.1.
