Open your app within WebMatrix and click the Site tab (bottom left corner). Click settings and make sure that the selected .NET framework is 4, Integrated pipeline.

Imar is the expert and he says in his post up above that you can run 4.0 and 4.5 side by side on the same PC or laptop without messing things up for either version then, then I would take his answer...
