As long as you know there is only one dot change...

As long as you know there is only one dot change the key use attribute to
use="substring-before(Name, '.')"
and of course anywhere where you then use the key you need to make sure you change any...

If you don't want to process the departments...

If you don't want to process the departments elements then adding

<xsl:template match="departments"/>

in your initial stylesheet would suppress any output from that element and its descendants.
