Default Drop Down Menus

Page 587 Jon Duckett suggests that it is not correct to use JavaScript for dropdown menus, but what is the solution for dropdown menus? It seems to be one of the weakest supported areas of web design and one of the most desired. I have seen CSS code that mimics dropdowns, but is poorly supported. What do you suggest?

I just use the regular HTML code for drop-down menus.
